  • With a professional career spanning over two decades, Urania Paulino has consolidated an outstanding professional career, covering several areas of law, advising foreign and local investors in commercial transactions in the Dominican Republic. She has extensive experience in complex mergers and acquisitions, joint ventures and cross-border transactions. Her broad spectrum of expertise includes corporate and business law, banking and finance, public tenders, public-private partnerships, data protection, regulatory and PLAFT compliance, intellectual property, distribution agreements and franchising, trusts, family law (HNWI), among others.

    Her active participation in major transactions is reflected in the establishment of several international companies in the Dominican Republic, from oil gas compression plants to liquor aging companies and tobacco factories, under the Free Trade Zone scheme.

    Urania has been a key player in the aviation industry, actively working on the opening of new routes for one of the most important international airlines operating in the country. Her experience in the aviation industry also encompasses the management of permits, regulatory and safety issues to ensure the proper functioning of airlines.

    Throughout her career, she has advised prestigious international brands on distribution and franchising contracts in the country, including major companies such as: Ferrari, Volvo, S2 Yatchs, Mercedes-Benz AG (Daimler), General Electric and Procter & Gamble, among others.

    In addition, Urania is a leading practitioner in the field of e-commerce in the Dominican Republic, advising international platforms such as Yango and Amazon, legally adapting their operations to the local market. In recent years, working with electronic platforms has broadened her focus in data protection, reflecting her commitment to adapting and complying with laws in a constantly evolving digital environment.

    Notable cases include advising the Association of Refreshing Beverage Industries of the Dominican Republic, where she played a highly important role in the process before the Regulatory Commission on Unfair Trade Practices and Safeguard Measures, being one of the first cases filed under Law No 1-02 on Unfair Trade Practices and Safeguard Measures.

    Additionally, Urania has demonstrated extensive negotiation skills with the Dominican State mitigating commercial effects in cases such as the implementation of the tourism card and the E-ticket platform. She has also led negotiations with the National Institute for the Protection of Consumer Rights (Pro-Consumidor), avoiding fines and advancing the interests of her clients.

    She represented the Dominican Bar Association in the negotiations of the Free Trade Agreement between the United States of America, Central America and the Dominican Republic (DR-CAFTA), looking after the interests of Dominican lawyers and demonstrating her commitment to the defense of legal rights.

    Urania not only stands out for her negotiation skills in protecting the interests of her clients but also for her ability to lead in emerging legal areas with a proactive approach to contemporary legal challenges. Her trajectory and knowledge have been recognized by various international directories, and she currently heads the legal committee of one of the country's most prominent chambers of commerce.

  • Urania received her Bachelor of Laws from Pontificia Universidad Católica Madre y Maestra in 1999. In 2001, she obtained her Master’s in international legal studies from Washington College of Law in American University. She has participated in several law and business programs in Georgetown University (2002) and Florida International University (2003, 2004).
